ETC NGL Transportation and Services

ETC NGL Transport, LLC (ETC), a subsidiary of Energy Transfer Partners, L.P. (ETP) has recently completed construction of an approximately 40-mile, 8-inch NGL pipeline (“ETC Freedom Pipeline”) from the natural gas processing plant owned by ETC Texas Pipeline, Ltd. (ETC Texas) in La Grange, Texas, to the Copano Houston Central Complex in Colorado County, Texas. ETC has also formed a 50/50 joint venture with Copano Liberty, LLC to construct an approximately 87-mile, 12-inch NGL pipeline (“Liberty Pipeline”) extending from Copano’s Houston Central Complex to the Clemville Dome storage facility in Matagorda County, Texas, and then to Formosa’s petrochemical complex in Calhoun County, Texas. The pipeline has a design capacity up to 90,000 barrels per day. The Liberty Pipeline was completed in September 2011, and is currently operated by Copano.

ETC is also constructing an approximately 129-mile, 20-inch NGL pipeline ("ETC Justice Pipeline") from the tailgate of a natural gas processing plant being constructed by ETC in Jackson County, Texas and extending to Mont Belvieu, with connections to other pipelines and fractionators along the way. The pipeline will have a design capacity of 340,000 barrels per day and will be 100% owned and operated by ETC. The completion of this pipeline is expected during the fourth quarter of 2012. Additionally, ETC owns and operates an 8-inch, approximately 20-mile NGL pipeline extension in Wharton County, to the Chevron Phillips Chemical Company LP Sweeney Complex in Brazoria County, Texas. The extension was placed in-service during the first quarter of 2012. These new NGL pipelines are open access, common carrier systems.
